Xi, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission, made the instruction to a seminar on the reform of national defense and the armed forces, which was held in Beijing Wednesday.

Sept. 21 – A few notes:

Why is Russia not declaring war but declaring it on NATO and the ‘collective west’?  A little bit of spin-doctoring there – Should they declare, all kinds of UN regulations kick in, and Russia wants to be free of those.

Another bit of spin-doctoring from Shoigu reporting the kia number for Russia as 5937 dead. – Figures do not include DPR/LPR militia, Rosgvardia (Russian national guard) or private military contractors.

This may fly past as it has not been heavily promoted, but Russia also started legal procedure for an erstwhile “Foreign Legion”. Volunteer groupings are also being brought together mainly by Kadyrov.

Of course, these moves change the legal realities of the conflict playing out in Ukraine. This may also be the end-game and could lead to the complete physical destruction of Ukraine as a nation. Can NATO change this? I believe they cannot.

But what spectacular positioning from Russia.  Lavrov at the UNGA to carry the flag there, and Patrushev in China.

1) Partial mobilization has been announced: first of all, those who served in the RF Armed Forces have combat experience, etc. + those who are in the reserve. Mobilization activities start today

2) Mobilized receive the status of contractors and the corresponding salary

3) Russia will do everything possible to hold referendums in the liberated territories for their entry into the Russian Federation (LPR, DPR, Kherson and Zaporozhye regions)

4) Russia is ready to use nuclear weapons and any other means of mass destruction in case of a threat to territorial integrity. “This is not a bluff,” according to Putin.

After the referendums, an attack on the liberated territories will become an attack on Russia with all the consequences, said Deputy Speaker of the Federation Council Konstantin Kosachev.

Shoigu:  Russia is at war with NATO and the collective west. 

Speech by the head of the Russian Defense Ministry Sergei Shoigu. Main theses:

▪️All types of weapons, including the nuclear triad, fulfill their tasks.

▪️The time has come when we are at war with NATO and the collective West.

▪️Losses of Ukraine amount to more than 100 thousand people, 61,207 died, another 49,368. More than 2 thousand foreign mercenaries died.

▪️Losses of the Russian Armed Forces in the SMO amount to 5937 dead.

▪️All those who serve on conscription will not be sent to the NWO zone.

▪️ During partial mobilization, a total of 300,000 reservists will be called up.

▪️There is no question of any mobilization and conscription of students and will not be.

▪️Ukraine daily strikes at the civilian population and social facilities of the liberated territories.

▪️All tasks of the special operation are being carried out, despite some deviations in terms and actions.

UPDATE: 70 military and more than 200 civilian satellites, entire NATO bloc, working in the interests of Ukraine – Shoigu.

The planned referenda of the Donbass Republics to be included in the Russian Federation are going forward at a blistering pace.

Chairman of the Russian State Duma announced:  If the people of Donbass express that they want to be part of Russia, the State Duma will support them — Chairman Volodin.

For LPR, a plebiscite is planned from September 23 to 27.  Now we wait for the DNR to announce dates (and seconds ago they did and followed the LPR).  This plebiscite in in three days.  Kherson is in there, shouting their need.  In addition, the Zaporozhye region will not be left behind.  The public movement “We are together with Russia” made such a request to the head of the Zaporozhye region.

So we can already start looking at the consequences.  The Russian State Duma is in the process of approving the initiative to implement terms “mobilization,” “martial law,” and “wartime” into the Criminal Code.  (More to come).  Lukashenko instructed the Secretary of State of the Security Council to mobilize all state structures on the defense of the State.  He instructed his Security Council to check all forces from military units to the people’s militia … “So that they would be ready to raise the alarm according to the norms of wartime.”

Just yesterday our SmoothieX12 did a video where he rubbished people talking about ‘mobilization’ on the basis that people generally do not understand this from a legal perspective.  All good and fair!  But that was yesterday.

It seems that today the Russian State Structures and the Belarussian State Structures are updating their legal perspective.  Yes, the theme of the day is Referenda, but it is clear that Russia and so far Belarus are right at the moment looking at the consequences, and the word ‘war’ needs to enter our lexicon.  We usually say that NATO and the US together are not able to war against Russia.  We also said right in the beginning of the SMO that the Ukraine lost even a few days in .. knowing that the Ukraine had no more Navy or Airforce as Russia pulverized this.  Yet, the fighting on the ground continues.  Russia may be preparing for just such a consequence, where we said one thing, but another may be on the horizon.

The referenda in the DPR, LPR – and also Kherson – on joining Russia will start THIS COMING FRIDAY, all the way to September 27.

Volodin is already on the record: If the people of Donbass say they want to be part of Russia, the Duma will support them.

And Pushilin has already addressed Putin directly:

“In the event of a positive decision following the referendum, which we have no doubts about, I ask you to consider the issue of the Donetsk People’s Republic joining the Russian Federation as soon as possible.”

Fasten your seat belts for the earth-shaking repercussions.

Referenda is the theme of the day, and what a day, at the opening of UNGA that should start soon, as we speak.  The dates are set: Referenda to join the Russian Federation will be held in Lugansk and Donetsk People’s Republics, Kherson, and Zaporozhye regions, South Ukraine, from September 23 to September 27.

People should be able to ‘decide their fates’ – Lavrov on referendums

Russia’s Foreign Minister Sergey Lavrov has commented on the recent announcements from the DPR, LPR, Kherson and potentially Zaporozhye regions to hold referendums on joining Russia.

“We have, from the beginning of the ‘Special Operation’ and before that, been saying that the peoples living in their regions should be able to decide their fates,” he said Tuesday.

“The ongoing situation confirms that they wish to take control of their fate.”
